Water wells need a permit from the Utah Division of Water Rights, Vernal Office: 435-247-1514. Septic Systems need a permit from the TriCounty Health Department, Roosevelt Office: 435-722-6310. Building permits are required by the County: call 435-738-1150. Roads would need to be constructed or upgraded to a standard approved by the County for emergency vehicle access.
